Lol it isn't really a system, its just a way to limit some of the ridiculous shiny shininess magical settings can inspire in players. Just a way to give people an idea of how good their character is at certain things so if you and Bun's character get into a sword fight you won't need admin mediation to figure out who wins or loses (should it get contentious)

I have a whole thing written up. Just not sure it makes sense....so.....I'll post it later tonight.
