It just checked, it looks like I don't have two Silver tickets anymore so you can take a Gold for the second one (or perhaps one Bronze + one Gold if that's allowed? That would be the equalivent of two Silvers, both combinations have a total of 4 allowed markings)

Some could be won in events, some were sold in the Agency store and in threads before they became an Agency. Sometimes bribing colorists works too XD I stocked up tickets before they became an Agency and I know others have bought pretty much all of them when the store got restocked XD You have to be super quick and right on time to get them O_o but they are given out in events too =)

How long does it take for a squibbit and a grim to go from birth to adult?
I've had a squibbit and a grim from the breeding game, and both are adelecents. I feel like they've been that age for a while. Maybe I'm just impatient.
