Quinsta, you mean? They are one of many of the agency adoptables offered here on Secundi. You can get them from events Silvanon holds, or by breeding seasons which are held every other month. You can also get them every other month via Bribe Threads, in which a group of Quinsta descriptions are given and you can bribe Silv for with SG, USD, or adoptables you own.

I own the CDA, who are currently hosting some christmas events and finishing up a breeding season. I try to hold some free events when I can, but right now I'm quite busy with breedings and christmas stuff.

Also, Agency's are adoptables that are hsted from the Secundi website itself. You can find them listed in order when you go to the home pagge (Click the big secundi banner) and go to the left-hand side, and click pets.
Non agency's are adoptables that are hosted from photobucket, and usrs run events on here for fun, or to get agency status.

Hi Sarah!  Nice to see you here!  Secundi is rather different from Little Horses, it's far less automated, and lots of different people have their own shops with pets they give out, and pretty much every pet you get will be uniquely colored just for you.  That means things are much slower paced, but it also means the pets you collect are that much more special.   The General Booths forum is where most of the action happens. 

As for Quinsta (the adoption that Little Horses grew out of) we just had a breeding season in November and I'm still working on coloring all the foals that were grown & claimed.  Probably in a week or two I'll hold an event with some free Quinsta of a new breed, and later on the bribe event that Wild mentioned.
