Alternative to GIMP? It's not loading ;3;

GIMP has been working fine for me up until now, It'll get to the startup box, but when that disappears...Nothing.Nada, tumbleweed :'/
I've tried uninstalling/reinstalling and even going for later versions, but none of them are working -_-'
I'm trying to get some inking done, but unfortunately I have photoshop elements, which doesn't come with the pen tool *facepalm*

Any other free downloadable art programs?
